In Tanzania, Regional Secretariats and Local Government Authorities (LGAs) are different levels of government administration that work together, but each has distinct responsibilities and authorities. Both aim to improve development and service delivery to citizens.
Regional Secretariats
The Regional Secretariat serves as the administrative office of a region, overseen by the Regional Commissioner. Essentially, it acts as a link between the Central Government and the region.
Main Responsibilities:
Law and Order Supervision: Ensuring peace and security are maintained within the region.
Development Coordination: Coordinating and overseeing the implementation of central government development projects in the region, in collaboration with various ministries.
Civil Service Management: Supervising public servants working within the region.
Advisory Support to LGAs: Providing guidance and technical expertise to local authorities to help them execute their duties effectively.
Representative of Central Government: The Regional Commissioner, through the Secretariat, represents the President and Central Government at the regional level, ensuring national policies and directives are implemented
Local Government Authorities (LGAs)
LGAs are legally established public bodies designed to decentralize power. They are closest to the people and allow citizens to directly participate in planning and implementing their development agendas. These include City, Municipal, Town, and District Councils, as well as lower levels like Wards, Villages, and Streets.
Main Responsibilities:
Social Services Provision: Delivering essential services like health (clinics and dispensaries), education (primary and secondary schools), clean and safe water, sanitation, and local infrastructure (e.g., internal roads).
Development Planning and Implementation: Developing and executing projects based on local needs and priorities.
Revenue Collection: Raising local revenue through taxes, fees, and levies to support operations and development projects.
By-Law Management: Creating and enforcing local by-laws relevant to their areas.
Citizen Participation: Ensuring citizen involvement in decision-making and development implementation through public meetings and committees.
Key Differences
Regional Secretariats are arms of the Central Government that coordinate and supervise national policies at the regional level. They do not provide direct services to citizens like LGAs.
Local Government Authorities (LGAs) are directly responsible for delivering public services and managing local development. They can collect their own revenue and determine spending.
In summary, Regional Secretariats are policy coordinators and supervisors, while LGAs are implementers of services and development at the community level.
